When it comes to the protection of minors, Brazil is not a lawless country. On the contrary. Following the most modern trends in large markets, Brazil has a highly developed self-regulatory system to regulate advertising to children, the National Council for the Self-Regulation of Advertising (Conar), in addition to important provisions in the Federal Constitution and the Consumer Protection Code (CDC).
There is also the Children and Adolescents Statute (ECA), which regulates the comprehensive protection of children and adolescents very well and establishes the fundamental rights inherent in the human person.
The ECA has as its principle the full protection or absolute primacy of the child (person up to the age of 12) and the adolescent (person between the age of 12 and the unfinished age of 18[1]) and recognises them as subjects with rights and duties.
