The Berlin Chamber of Architects has long observed that smaller and medium-sized architectural businesses are systematically disadvantaged in public contract awards. Berlin public contracting bodies routinely use non-competitive procurement procedures and impose market access hurdles that are excessively high for small and medium-sized enterprises. BLOMSTEIN monitors Berlin’s public architectural services procurement process for flaws. The second annual report compares past processes to previous results.
